On 22 February 2021, the MOIT announced the first draft of the national power development master plan (the “PDP”) VIII (for the period of 2021 – 2030, with a vision to 2045) (the “PDP VIII Feb 2021”)  to replace the current power development master plan VII (which was for the period of 2011 – 2020 with a vision to 2030).2 In early October 2021, a new draft of the PDP VIII was reportedly submitted by MOIT to the Prime Minister (the “PDP VIII Oct 2021”).3  PDP VIII Oct 2021 is different to PDP VIII Feb 2021 in a few respects, among others, the capacity structure for each type of power over the total capacity of power in Vietnam. The PDP generally provides directions for the development of Vietnam’s energy sector and may therefore impact future investment opportunities in Vietnam.
